Systemic Risk Management: COVID Post-Mortems & Preparing for a Future Pandemic

What can systemic risk management techniques (such as stress tests and war games) and the global financial crisis, teach us about implementing COVID-19 post-mortems, and preparing for future pandemics? In this speaker series, Dr. Frank Milne will discuss his work on this with his colleague, Dr. David Longworth. Join us in a discussion that deals with both broad public health issues and government economic policies.
Dr. Frank Milne was appointed as the BMO Chair in Economics and Finance in the Department of Economics in July 2000. He has published several papers in leading economics and finance journals. He is the author of Finance Theory and Asset Pricing, Oxford University Press, second edition, 2002; and coauthor with Edwin Neave on Current Directions in Financial Regulation, John Deutsch Policy Forum Series: Queen’s University, 2005. For many years he has acted as an advisor and consultant for various branches of the Australian and Canadian governments and has been a regular visitor to the Financial Stability Section at the Bank of England. In 2008-9 he was a Special Advisor at the Bank of Canada during the financial crisis. More recently he has been the Director of the Risk Policy and Regulation graduate program in the Economics department.
Dr. David Longworth served as a Deputy Governor of the Bank of Canada from April 2003 until his retirement from the Bank in March 2010. As a member of the Bank’s Governing Council, he shared the responsibility for decisions with respect to monetary policy and financial system stability, and for setting the strategic direction of the Bank. Dr. Longworth joined the Bank of Canada in 1974 in the Special Studies Division of the Research Department. In 1984, he was appointed Assistant Chief of the Special Studies and Balance of Payments divisions in the International Department and was named Deputy Chief of the department the following year. In 1987, Dr. Longworth moved to the Department of Monetary and Financial Analysis to become Research Advisor and later, Chief. He was appointed as Chief of the Research Department in 1996 and Advisor to the Governor in 2000. Dr. Longworth has been a Term Adjunct Professor in the Department of Economics at Queen's since 2011.
