To develop the partner and stakeholder needs assessment and governance framework development for a data trust targeting affordable housing.

1. Literature reviews and searches will be conducted to assess whether other municipalities and regions are engaging in similar initiatives to identify best practices or barriers to the development of a governance framework and strategy.

2. A data consortium will be created to develop a governance framework and strategy and to work with partners to confirm regulations and data requirements, and to establish thresholds for data privacy and confidentiality. 

3. Partner and stakeholder needs assessments will be conducted through a consultative approach that consists of both qualitative and quantitative methodologies, including focus groups, interviews, workshops, and modules designed to elicit organization - specific information about data strengths, gaps, and needs. 

4. Identify and solidify housing-related population-level indicators needed for continual tracking purposes.
